On June 16, 2026, the Town of Erie Council adopted Ordinance 028-2026 authorizing a major exchange of Town-owned mineral rights for real property and cash with 7N, LLC, plus related agreements with 7N, SM Energy, and Extraction Oil & Gas, Inc. The package gives the Town three parcels on County Line Road totaling about 158 acres (appraised around 13575000), a 4500000 cash payment, and an increase in Draco Pad production revenue from 2% to 3% (estimated up to roughly 25500000 over the life of the well), in exchange for conveying Town mineral rights that enable the Draco Pad development. A detailed “Contract to Exchange Real Property and Mineral Rights” and an “Agreement Regarding Draco Pad” govern closing, environmental responsibilities, plugging 17 existing wells in Erie, Town inspection rights at the Draco Pad, post-closing mineral handling, and a commitment by Extraction to pave a segment of County Road 6 prior to drilling the Draco wells. The ordinance authorizes the Interim Town Manager to execute closing documents, and the closing is set to occur within roughly 15 business days after the due diligence inspection period, meaning implementation of the land acquisition, cash transfer, well plugging schedule, inspections, and road work will be active over the next several years. This is a decided transaction, but it opens up planning and implementation needs for master planning and development of the 158-acre acquisition, roadway design and construction on County Road 6, environmental consulting for well plugging and reclamation oversight, and long-term monitoring and inspection support for Draco operations.
The Wichita City Council approved Resolution 26-212 on May 28, 2026 to modify the change order policy for the Minisa Bridge Rehabilitation project under contract number 472-2024-086025. The paving bid tabulation shows the project, located north of Central and west of Waco, with a revised engineer’s estimate of 1298648 and an award on 2026-05-26 to align with that updated estimate, subject to City Council approval of the new estimate and budget authorization. For this one project, City staff are now authorized to approve cumulative change orders up to 8% of the original contract price without seeking separate Council approval, provided the work stems from unforeseen conditions and does not expand the original scope. This indicates that a roughly 2 million dollar bridge rehabilitation is moving into active construction with some flexibility for additional work items, creating potential needs for subcontracting, materials, inspection, and construction support services as field conditions drive change orders over the coming months.
